Default recomended maximum number of emails per hour

which is the setting recomended for maximum number of email each domain can send out per hour for a L3VPS?

Getting an IP blacklisted does not entirely depends on the number of emails you send per hour but the contents you send and to whom. However, if you are looking to set a limit, set it 100-200 emails/domain/hour to get the maximum performance.

Sending 100 to 200 emails per hour per domain doesn't mean you are spamming. It's the content which differentiate between a legitimate and a spam email.
