How to restrict user in window server 2008?

I'm going to have about 150 people accessing my window server 2008.
I'm just wondering is there a way i can have them view all the files and copy stuff to their own pc. but not let them able to delete or move the files around on the server.

Can you let me know exactly how you are allowing 150 user to access your server like RDP, VPN etc. ?

You can achieve this with the help of FTP as well, while creating FTP account just give READ and EXECUTE permissions instead FULL (MODIFY and DELETE) so that these users can download the files on their machines but can not delete it from server.
